Tabs on constituent records inconsistently “sticky”

The tabs on a constituent record have the feature of being able to be dragged and dropped into a different position on the row of tabs.  Once moved, the tab should stay where it was placed.  This works inconsistently, with the tabs re-ordering based upon changes made on an unrelated record (i.e., change on an individual record affects changes on an unrelated organization record).
At this time RDO does not have a future service pack iteration for this issue.

Steps to Duplicate

1. Go to any individual constituent record
2. Locate the Education tab
  • This tab is used in particular because it does not exist on an organization record
3. Drag the Education tab to the first position on the row of tabs
4. Refresh page (or log out and back in)
5. Observe the Education tab remains where it was placed (it sticks)
6. Go to any organization constituent record
7.  Locate the Corporate Info tab
  • This tab is used in particular because it does not exist on an individual record
8. Drag the Corporate Info tab to the first position on the row of tabs
9. Refresh page (or log out and back in)
10. Observe the Corporate Info tab has moved back to its original position (it doesn’t stick)
11. Drag the Corporate Info tab to the first position on the row of tabs again
12. Refresh page (or log out and back in) again
13. Observe the Corporate Info tab has moved to a different position, but not back to its original position (it doesn’t stick)
14. Drag the Corporate Info tab to the first position on the row of tabs yet again
15. Click on a different tab
16. Refresh page (or log out and back in) again
17. Observe the Corporate Info tab sticks this time
18. Go back to the individual constituent record
19. Refresh the page (or log out and back in)
20. Observe that the Education tab has now moved back to where it originated
