Why has Merge Processing failed with no error message?

Merge Processing failed to process a merge.  The merge process ran and completed with no errors, but the accounts were not getting merged, and the status of the accounts did not change.
The accounts may fail to merge because of an active Milestone 2 (TA/BBEC) sync process executing at the time. Please run Merge Processing again at a time when the sync is not running.
