Email Message links to any page go to the site home page, and click-throughs are not captured

Links in some email messages redirect to the website home page instead of the intended link.  

Also, when we add links to a new Email > Message in Blackbaud Internet Solutions, we can view the Click-through information about each of the links.

However, when viewing the Click-through tab, the following message is displayed:

This email message does not contain any links.
Download and install the latest version, and patch if applicable.
