Why is the Account Data Upload Address not carrying over to new account when using reconciliation?

After the Account Data Upload (ADU) is finished, and when creating new records from the Upload Account Reconciliation Screen, the Address field would be blank or null for the newly created record, even though Address value is uploaded.
This issue occurs when the uploaded record has 2 addresses uploaded with 2 different address orders and the 2nd address is null. This happens if the control file has the following syntax:  
AND (8510:8659) <> ''

The syntax is missing a space between the single quotes.  It should be: AND (8510:8659) <> ' '.  
 
To resolve this issue, the control file needs to be updated so that ADU does not upload an extra address.
