Error: “Data could not be saved. Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding.” when merging two constituents

When two constituent records can be consolidated into one, you can use the Merge two constituents feature to merge one record's data into the other.  In this instance, the merge process times out with the error: “Data could not be saved.  Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding.”
