The current user does not have rights to use this form - when editing responses on a plan step

Steps can be added to major giving plans. Various information can be tracked on these steps including response information.  Sometimes when editing responses, even though users have rights to the appropriate form, an error is given that the current user does not have rights to use it.
This issue is resolved in CRM 4.0 SP6

Steps to Duplicate

1. Go to Administration >Security > Run as the problem user
2. Open the Constituent with the plan
3. Select the Prospect tab
4. Choose Plans
5. Open her plan
6. Select the first plan step, choose Step and Edit Reponses
7. Fill in this form and the error that you do not have rights will surface
