Accounts show with $0 balance when sorting by Project on Trial Balance Report

When creating a Trial Balance Report, the General tab allows you to 'Exclude accounts with zero beginning balances and no activity' and 'Exclude accounts with no activity'.  With these boxes marked, if you are sorting by Project on the Format tab>> Sort/Break, accounts show on the report with $0 balances.

This happens with any combination of sorting by the Project, whether they are subtotaled by the Project or with no action and regardless of report filters.
We are currently evaluating this issue and will update this article when we have more information.

Steps to Duplicate

1.  In General Ledger>> Reports>> Account Reports>> Trial Balance Report>> open saved report**
**Note: On the General tab, the boxes are marked to 'Exclude accounts with zero beginning balances and no activity' and 'Exclude accounts with no activity'.
2.  Select the Filters tab**
**Note: Filtering on a specific Fund
3.  Select the Format tab**
**Note: For Sort/Break, we are sorted by Department and Project, subtotaling by both
4.  Click Preview**
**Note: There are Projects listed with accounts under them that have $0 balances for all fields (Beginning Balance, Total Debits, Total Credits, and Ending Balance).  The accounts can be found in other places on the report with totals for other Projects.
