Error: Error 429, Active X component can't create object - after installing Crystal Reports Plug-in

You may receive the following error when attempting to use the Crystal Report Plug-in after newly installing it: Error 429, ActiveX component can't create object (Location: DisplaySingleReport). Param number = 0

Other canned or out of box reports work successfully.  While there can be a few causes to this error, a typical cause is the Crystal Reports Runtime is not installed or failed to install automatically when your Blackbaud software was installed.
If you do not see a file called "craxddrt.dll" in:  C:\Program Files (x86)\Common Files\Business Objects\3.0\bin\, follow these steps
  1. Locate the installation files used to install the Blackbaud product
  2. Locate the ISSetupPrerequisites\Crystal Report XI Runtime Components  folder
  3. Right-click "Crystal Report 11.msi" > run as administrator
  4. Choose to uninstall/reinstall or repair
  5. Verify you now see the "craxddrt.dll" file
If you do see a "craxddrt.dll" file in: C:\Program Files (x86)\Common Files\Business Objects\3.0\bin\, follow these steps:
  1. Attempt registering the file:
    • ​Start > Run > "regsvr32 "C:\Program Files (x86)\Common Files\Business Objects\3.0\bin\craxddrt.dll"
  2. ​If issues persist, attempt restarting the machine and re-running the "Crystal Report 11.msi"

 Issue was seen on a Windows Terminal Server but may also be seen on any workstation.
