This error may occur when logging into a locally hosted web page like WebPurchasing or FAWEB:
The HTTP service at [location] is too busy
  1. Open the IIS (Internet Information Services) manager
  2. Expand the Site
  3. Click Application Pools
  4. Start or Restart any stopped Application Pools
