1. In Administration > Set up system security, open the group that the user is part of, or create a new group for the user.
2. In the group, under System Components, mark "Shared Components"
3. Under Shared Component Privileges, mark "Security"
4. If the user is already part of the group, save and close, or if not, add the user to the group via the Group Members tab, then save and close.
5. Have the user go to File > Exit and Sign Out and sign back in for the changes to take affect.
