Site Filtering does not work when trying to filter on specific Site related global changes

When looking at Global Changes, a user has the option for filtering on specific Global Changes based on their Sites.  A user may notice that filtering on those Sites does not return Global Change processes from those Sites.  
We're currently evaluating this issue for a fix in a future patch or service pack.  

Steps to Duplicate

1.  Log-in to 4.0. 
2.  Go to Administration, Global Changes, and Add a Global Change of any type being sure to select a specific Site for it.  
3.  Once saved, on the Global Changes page, change your Site filter to the specific Site from step 2 and click Apply. Notice your Global Change does not show up.
