Error: General ODBC error: The INSERT statement conflicted with the FOREIGN KEY - when adding type of gift to a new proposal

The Type of Gift field on a New Proposal may show up with a blank value. When attempting to add information or a value, you may receive the following error when tabbing to the next field:

General ODBC error: The INSERT statement conflicted with the FOREIGN KEY constraint "FK_TABLEENTRIES_1". The conflict occurred in database PH_Master2, table "dbo.CODETABLES", column "CODETABLESID."

This error is occurring because the "Type of gift" table entry (which exists in the CODETABLES table with a CODETABLESID of 19 in Sample) is not present in the database.
