Payment 2.0 page address block is not changing for international selections

When you navigate to the payment 2.0 part and change the Country from US to United Kingdom or any other country the address format will change.  If you the try and change the country back to US the address block does not change and the states remain the same.
We're currently evaluating this issue for a fix in a future patch or service pack.

Steps to Duplicate

  1. Go to a membership form that is using a payment 2.0 page 
  2. Add a membership
  3. Enter address block
  4. Select Country: United States
  5. Change the Country to United Kingdom / Other
  6. Note State changes to Province
  7. Change the country back to United States
  8. Notice Province remains the same
