Emoji no longer appear in email subject lines

Prior to transitioning to 4.0 SP4 from 3.0, users could include emoji in the subject of an email being sent through BBIS. Since the transition emojis used in the subject of email are not correctly included. 
We're currently evaluating this issue for a fix in a future release.

Steps to Duplicate

In BBIS 4.0 SP4:
1. Go to Email > Messages.
2. Click New message.
3. From the Template drop-down menu, select any Blank Test Template.
4. In the Name of email field, enter a name for the email – include emoji ������
5. You can leave the defaults for all other required fields. Select any appeal. 
6. Click Send final / test (include yourself in the email).
7. Once the email job completes 
8. Notice the email subject renders incorrectly ( example: test for 4.0 ðŸ�ƒ ) 

In BBIS 3.0:
Repeat above steps 1 - 8 
Notice the email subject renders correctly. ( example: test for ������ )
