Error: [Microsoft][ODBC SQL Server Driver][SQL Server]The INSERT statement conflicted with the FOREIGN KEY - when merging constituent records with address attributes

When merging two constituent records with address attributes, the error below will appear in the Raiser's Edge 7.95.

An error occurred during the merge process.  The merge could not be performed.
General ODBC Error: [Microsoft][ODBC SQL Server Driver][SQL Server]The INSERT statement conflicted with the FOREIGN KEY constraint "FK_CONSTITADDRESSATTRIBUTES_1". The conflict occurred in database "RE7_SAMPLE", table "dbo.CONSTIT_ADDRESS", column 'ID'.

Download and install the latest version and patch if applicable.

In order to merge the constituent records, address attributes need to be removed from one of the records.
1. Open up one of the constituent records that needs to be merged
2. Select the Address tab
3. Highlight an address with attributes
4. Remove attributes
5. Continue with merge process

Steps to Duplicate

1. Open a constituent record with attributes
2. Click Constituent > Merge > Merge from XXX into another constituent
3. Search and open another record with address attributes
4. Move Biographical to the Information to be merged window using the single arrow
5. Click Merge Now
6. Error appears
