Online Express does not appear in navigation bar

Sometimes after downloading Online Express, the Online Express tab will not show up in the navigation bar of The Raiser's Edge. This may even occur for the Supervisor user name. 
1. Confirm all of the steps regarding Online Express missing from the Navigation menu for non-supervisor users
2. Login to the workstation as a Windows Administrator when first downloading Online Express
3. If the issue persists, please reach out to Support by clicking Chat with Support and mention this article. 

Steps to Duplicate

1. Follow the steps on How to install Blackbaud Online Express on a workstation 
2. Log into RE and note that Online Express is not available on the navigation bar. 
3. Log out of RE
4. Log into the workstation as a local administrator 
5. Run RE as administrator (right click - run as admin)
6. Repeat step 1
7. Note that Online Express is available on the navigation bar
8. Within Online Express go to Account > Integration Options > Security > Set up security
9. Log out of RE 
10. Log back into RE as a user who should have access according to step 8
11. Note that Online Express no longer appears in the navigation bar
