When creating marketing effort from a template the exclusion settings for deceased and inactive constituents are not copied over when a user is not an administrator. These settings will copy for the admin user. The role-based user has the rights to see and edit the exclusions on the marked effort that has been created. Security permissions shouldn't affect which parts of the template copy for users.
Download and install the latest Service Pack which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.
Workaround: Grant the user the following system privileges which reside under the 'Exclusions' node of a system role:

Steps to Duplicate
1. Access CRM with a user who is a non-admin 2. Go to Marketing and Communication 3. Select Direct Marketing Efforts 4. Add a new Effort and choose a template that has the Exclusions options for Deceased and Inactive unchecked (we want to include them) 5. Give the effort a name and save. 6. Look at the exclusions tab of the resulting effort, these options are selected although they are unchecked on the template.
