Constituent Recognition Processes will not reevaluate records if the job fails.

When running a constituent recognition process for a recognition program, if the job fails, the processor will not pick up any constituent that it has already looked at.  

We’re currently evaluating this issue for a fix in a future release 

Steps to Duplicate

1. In BBCRM, select the recognition program process
2. Select the history tab
3. Select the last run of the process and click delete
4. Return to the recognition program process
5. Run the process again 
6. The process runs but does not evaluate any new records

 4.0
 4.0.141
