All of Luminate Online applications use session cookies to track the progress of the user through the session they are working on. Thus, when a user takes an action alert and clicks submit, it starts a session which is the cookie. This not only ties the session to a constituent's record but also tracks the actions that the user is taking so the system can provide the correct confirmation information such as which targets in the alert the submission actually was sent to.

There is no way to disable the use of cookies so users who wish to take action will need to enable cookies in their browsers.
