You do not have rights to Codetables when globally changing records

User(s) with restricted rights to enter code tables cannot use global change to add existing table entries to record(s)
This was resolved in The Raiser's Edge 7.96, patch 4, released in May 2017 and applied to databases in Blackbaud Hosting Services. If your database is installed locally, download and install the latest version and patch, if applicable.

Alternative solution:
Grant user(s) rights to the code tables they are trying to add to record(s)

OR

Use relevant import to update the field(s) on records
