Number of Clicks does not match the Sum of the Clicked Links in Online Express Email Performance

When viewing Online Express Email Marketing statistics. Users have noted that the Total Amount of Clicks does not match the Sum of the Clicked Links. How is the Total Amount of Clicks calculated?
The Total Number of Clicks (at the top of the Email Performance screen) is a Unique Number. This means that it is the total number of UNIQUE clicks per user or computer. 
The total number of clicks, or clicks listed per link, is not a Unique Number. It is the number of times that the link has been clicked in total. 

For instance:
1. A user opens the email and clicks the link (This would equal 1 Click for each)
2. A user opens the email and clicks the link than then closes it, and reopens the link again an hour later (This would be 1 Click in total number of clicks, and 2 in total number of clicks for the link)
