Unable to Set Up Discount Code for eStore/cart

When attempting to add an item to a discount code, the Item comes up in code. Also unable to add percentage or flat rate for discount. Upon saving, the items added do not save.

This issue was resolved in the 7.19.1 release

Steps to Duplicate

1. Log into database
2. Click Management
3. Click eStore (Cart)
4. Under Customize Cart, click Manage Cart Discounts
5. Click to edit a Discount
6. Notice under Criteria, you are unable to add the Discount Type: Flat Amount or Percentage
7. Under add item, notice when you add the item, it appears as code.
