Participant Attributes for Event Registrations are not Downloading from Online Express

When downloading Participant attributes from Online Express to Raiser's Edge, the participant attributes selected on the registration page are not updated on the Participant record for some records.  This appears to be an intermittent issue.
Download and install the latest version and patch if applicable.

Steps to Duplicate

1.  Click on Online Express within Raiser's Edge
2.  Click on Download Transactions.
3.  Select all event registrations that include attributes.
4.  Download the transactions to Raiser's Edge.
5.  Check the Participant records that were downloaded and some will have the attribute while others do not.
6.  XML data shows that all registrations have the attribute information on them.
