BBIS Event registration form overwrites existing phone number but keeps original start date

When adding a new address which includes a new phone number via an event registration made from BBIS, the existing phone number gets overwritten but the start date from the original phone number is maintained against the new number.
Download and install the latest patch which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.

Steps to Duplicate

1. Add an event registration from BBIS for an existing constituent in CRM
2. The constituent record should already a have a primary address, phone number and email address on it, all with start dates
3. Add the registration in BBIS using a new address, phone number and email address for the constituent
4. Download the batch in the Web functional area commit the batch

Notice the phone number is the new phone number but has the original phone number's start date still on it. The original phone number has been deleted.
