Error: Continuous prompt to run Admintask.exe to install Queue service when the Raiser's Edge Queue service is already installed when User Account Control (UAC) is enabled

After installing the Raiser's Edge queue service on a computer with User Account Control (UAC) enabled, the "Install Queue Service" tab still displays as if it's not installed.   After navigating to Admin, then Queue, you will attempt to install the Queue Service again and will receive the following error message:
  • ​You do not have rights to execute this task.  Run the Admintask.exe from within the Raiser's Edge install location to execute this task.

This issue does not apply to databases hosted by Blackbaud and was resolved in Raiser's Edge 7.96 patch 2, to be released in February 2017.  If your database is installed locally, download and install the latest version and patch, if applicable.

Alternative Solution:  After installing the Launch the Raiser's Edge by right clicking on the shortcut/icon and select 'run as administrator' and then log into the Raiser's Edge.   NOTE: The alternative solution only works when running mixed mode authentication in SQL Server.

Steps to Duplicate

  1. User Account Control (UAC) is enabled with default setting (Notify me only when programs try to make changes to my computer)
  2. Log into the Raiser's Edge with a user account that has Supervisor rights.
  3. Install the Raiser's Edge Queue service by completing either of the following:
    1. Right-click on the Raiser's Edge shortcut/icon to log in and then navigate to Admin > Queue > click "Install Queue Service"; or
    2. Navigate to the Raisers Edge 7\AdminTasks installation folder (Default:  C:\Program Files (x86)\Blackbaud\The Raisers Edge 7\AdminTasks\), double-click on the BBREAdmin.exe file, select your database, enter valid Raiser's Edge login credentials, select Queue Service, then click Install Queue button and then Exit.
  4. Go to File, Exit and Sign out of the Raiser's Edge.
  5. Double-click on the Raiser's Edge shortcut/icon to launch the application.
  6. Log into the Sample Database as Supervisor.
  7. Click Admin > Queue.
  8. "Install Queue Service" tab is present even though the service has already been installed on the computer.
  9. Click "Install Queue Service"
  10. When Prompted "Do you want to install The Raiser's Edge queue service now?" click Yes.
  11. You will see error: "You do not have rights to execute this task.  Run the Admintask.exe from within the Raiser's Edge install location to execute this task."
