There are two different locations to verify that correct Report Card access has been set up for Faculty.

First, verify that Access Dates have been set up for Teachers and Staff:
  1. Navigate to onRecord
  2. Hover over Performance > Select Grading > Click on Report Card Builder
  3. Select Edit next to the Report Card
  4. Scroll down to Access Dates
  5. Input a date for Teachers and Staff
  6. Save & Exit

Second, verify that the Teacher and Non-Teaching Staff roles have the Report Card task enabled: 
  1. Navigate to Core
  2. Hover over Users/Access > Select Profile > Select Manage Roles
  3. Click the Non Teaching Staff role
  4. Select Tasks
  5. Click Edit
  6. Check the box for View Report Cards on the Desktop and App. 
  7. Click Save & Exit
