Unable to assign permissions to global changes

When a user created a global change in Administration, they should have the ability to Assign Permissions. Users may find that the button is grayed out after updating to SP 6. 
This was deliberate functionality change.  The solution is to have system administrators assign permissions as needed

Steps to Duplicate

  1. Login as a user that is not a system admin
  2. Select Administration > Global Changes
  3. Create a new Global Change
  4. See the Assign Permissions button is grayed out after saving
  5.
