Course Restrictions do not work when scheduling through Open a Class

Courses can be restricted by grade level. When attempting to enroll a student in a class outside of the grade levels allowed, users will receive the following error: The following Course Request(s) will not be added unless the exceptions are overriden.

When attempting to enroll students through 'Open a Class,' the exception does not appear.
